Torrential rains that pounded Kampala from 10pm to 4am have caused devastating floods in the low-lying areas of Bwaise, Kalerwe and Mulago, displacing more than 2,000 residents and submerging homes in up to 1.5 metres of water.

Kampala Capital City Authority (KCCA) Executive Director Dorothy Kisaka declared a local emergency at dawn, opening three evacuation centres at Makerere University, Mulago Hospital and Old Kampala Secondary School.

"The drainage channels were overwhelmed. We have deployed all available pumping units," Kisaka said. Two children are reported missing in Kalerwe after being swept away by floodwaters. Rescue boats from UPDF Marine Brigade have been deployed.
