The United Nations High Commissioner for Refugees (UNHCR) reports that over 50,000 Congolese civilians have crossed into western Uganda through the Bunagana and Ishasha border points in the past 72 hours, fleeing the advance of M23 rebels on the city of Goma.
Uganda's Office of the Prime Minister has activated three emergency refugee settlements in Kisoro, Kanungu and Bundibugyo. "The situation is overwhelming our capacity," said OPM Commissioner for Refugees David Apollo Kazungu.
The UN Security Council is holding an emergency session. Uganda has called for an immediate ceasefire and deployment of an enhanced MONUSCO peacekeeping force.
